Beijing Zhiheng Law Office (“Zhiheng”) was established in 1998 by the publisher of Legal Daily, a subsidiary of the Ministry of Justice. Due to policy changes, Zhiheng was converted from a state-owned enterprise into a privately-owned partnership in 2001.
